No two plaster repairs are the same. Despite modern drywall compound being completely backwards compatible with old plaster, there are so many different way that plaster can be repaired and so many different ways it can go wrong.

When possible, it is best to insert a piece of drywall into the area missing plaster. Other times this is not possible, either due to the thickness of the plaster or the shape of the area.

Plaster is old. Along with old plaster come old paints. These older paints are sometimes extremely difficult for any compound to bind to, even after sanding.
